Efforts Made in India for Managerial Training
Before 1947 there was no proper arrangement for managerial training in India because industrial development was almost nil. After her independence our country emphasised upon industrial development and growth. Five year planners were of the view that the industrial development of the country is the only way to achieve the object of self dependence.. Therefore, planned economic development was adopted. First Five Year Plan focused upon the industrial development. It created need of professional managers for successful management and administration of the industries in the country. To make good and efficient managers the following efforts have been made-
1. Establishment of All India Council for Technical Education (AICTE)- All India Council for Technical Education was established by the Government of India in 1949. A sub-committee for industrial and business administration was constituted on the basis of recommendations of AICTE. This sub-committee produced his report in June 1953, in which following recommendations were given –
(i) An All India Management Institution should be established.
(ii) An Administrative Employees College should be established.
(iii) A National Managerial Institute should be established.
In 1953, the Government of India established an All India Board of Technical Studies in Management consisting of representatives of different industries, business institutions, professional organisations, technical institutions, universities and government. This board is responsible for making arrangement of managerial education and training.
2. All India Managerial Institutions – The Government of India has established Indian Institutions of Management at Ahmedabad, Banglore, Kolkata and Lucknow affiliated to Harward University and Institute of Technology, Manchester. These were established on the recommendations of All India Council for Technical Education. Educational, training and research facilities are provided by these institutions. These institutions make available trained managers to the industrial and business enterprises.
3. Various Institutions for the Education and Training on Specific Aspects – Several institutions have been set up for the education and training in some specific aspects –
(i) The Institute of Chartered Accountants of India, New Delhi.
(ii) The Institute of Company Secretaries of India, New Delhi.
(iii) The Institute of Cost and Works Accountant, Kolkata.
(iv) The Institute of Personnel Management, Kolkata.
(v) Textile Research Association, Ahmedabad.
(vi) The Institute of Production Engineering, Mumbai etc.
4. Managerial Education and Training in Universities and Colleges- Various universities and colleges are providing managerial and training. Business Administration and Management education Departments have been set up in many universities and colleges.
5. Post-graduate Training Institutions- The Government of India has made arrangement for education and training of industrial management and industrial engineering in the following institutions –
(i) Indian Institute of Technology, Kharagpur.
(ii) Indian Institute of Technology, Kanpur.
(iii) Indian Institute of Business Management, Ahmedabad.
(iv) Indian Institute of Science and Technology, Banglore.
(v) Motilal Nehru Institute of Research and Business Management, Allahabad.
(vi) Institute of Management, Lucknow.
(vii) Birla Institute of Technology, Pilani.
(viii) Victoria Jubillee Technical Institute, Mumbai.
6. Industrial Management Board- In Industry Ministry of the Government of India, Industrial Management Board was set up in November, 1957.
7. Establishment of Small Industries Organisation – Small Industries Organisation provides managerial training for the management and administration of small scale industries.
8. National Productivity Council- National Productivity Council (NPC) made a contribution in commencing, developing and co-ordinating different activities on managerial training.
