Meaning and Definition of Human Resource Management

Human resource management is a modern term. It is a business oriented philosophy concerning the management of people by line managers in order to seek to enhance companies performance, employees, needs and societal well-being. Various scholars have defined HRM as under-

According to Milkovich and Boudreau, “HRM is a series of integrated decisions that form the employment relationship; their quality contributes to ability of the organisation and the employees to achieve their objectives.”

The terms ‘personnel management’ and ‘human resource management’ are used interchangeably, HRM, however, differs from personnel management in several aspects. HRM treats labour as social resource rather than as a variable cost; it is proactive rather than reactive; it is based on commitment rather than compliance. It follows systems approach rather than piecemeal. In present time human resource management has acquired a strategic focus which assumes management faced with ever increasing competition in the context of globalization. It works to develop human resources as sources of competitive advantages and thus contribute to the strategic objectives.

In the words of French Wendell, “Personnel management is a major component of the broader managerial function and has roots and branches extending throughout and beyond each organisation. It is a major sub-system of all organisations”.

According to French Wendell, “Personnel management is the recruitment, selection, development, utilization of and accommodation to human resources by organisations. The human resources consist of individuals regardless of their their role, who are engaged in any of the organisation’s activities.”

Milkovich and Boudreau have defined human resource management as under-

“HRM a series of integrated decisions that form the employment relationship; their quality contributes to the ability of the organisation and the employees to achieve their objectives.”

John Storey has specified the following four elements of human resource management:

1. A set of beliefs and assumptions,

2. A strategic thrust embodying decisions about people management,

3. The central involvement of the management, and

4. Dependence upon a set of levers to determine the employment relationships.

According to Michael Armstrong, “HRM is a strategic and coherent approach to the management of an organisations most valued assets, the people working there who individually and collectively contributed to the achievement of its goals.”

Thus, HRM refers to the practices, procedures, policies which the organisations, require to its manpower. It involves managerial personnel and regards people as the most significant single asset.

Personnel management is not something which could be separated from the management. The specific functions of Personnel management are recruitment, selection, training and development.

Thus, human resource management is the reincarnation of personnel management.
